Are you a highly professional, natural leader with a passion for public engagement? The City of Vancouver is looking for a Public Engagement Manager who thrives on collaboration and building strong relationships with a variety of stakeholders in order to help the public engage with its local government.
As a member of the City’s Communications team, this new position will play a lead role in planning, developing, managing and executing the City’s public engagement initiatives. The ideal candidate will have experience managing and leading effective public outreach and engagement programs and supervising programs and staff, in addition to a thorough knowledge of the principles and practices of public engagement, strategic planning, project management and program evaluation.
This is a full-time, regular, exempt position. The schedule for this position is M-F, 8 a.m. to 5 p.m.
>> Develop, manage and oversee public engagement strategies and plans for City initiatives, projects, programs and services.
>> Work effectively with City staff across multiple departments to identify engagement needs in order to develop project-level strategies for public involvement programs and events.
>> Train City employees on public engagement methods and best practices.
>> Represent the City in meetings and with the public, community groups and other key stakeholders.
>> Provide guidance on key partnerships, community relationships and coalition-building activities.
>> Develop roles, goals and expectations of the City’s overall public engagement function.
>> Review, measure and analyze engagement activity participation, effectiveness and outcomes.
>> Ongoing research and review of public engagement best practices.
>> Supervise the Neighborhoods and Citizen Liaison team; and manage consultants and vendors, as needed.
Experience & Education:
>> Five or more years’ professional experience working in community engagement, public involvement or public relations that includes leading community outreach projects; and three or more years’ supervisory experience
>> Bachelor’s degree in communications, public affairs, public administration or closely related field
>> Equivalent combinations of education and experience may be considered
>> Microsoft Office suite
>> Adobe Creative Cloud apps, including Acrobat, InDesign and Photoshop
>> Public engagement/outreach principles, practices and tools
>> Public relations principles and practices
>> Supervisory and management practices
>> Project management skills
>> Cultural competency and understanding of diversity, equity and inclusion
>> Understanding of municipal government operations and functions
>> Excellent writing, editing and grammar skills
>> Strong public speaking and presentation skills
>> Managing and/or participating on a team
>> Managing multiple projects and a staff
>> Demonstrated strategic thinking ability in order to identify key issues and potential challenges and generate solutions
>> Strong relationship-building skills and ability to develop and maintain relationships with the public and staff at all levels of the organization
>> Work in a manner consistent with the City of Vancouver’s Operating Principles
>> Work and act as a team player in all interactions with other City employees

>> Project and maintain a positive image with those contacted in the course of work
